What is a Request for Proposal?

A Request For Proposal (RFP) is a document that a lead public agency posts to competitively solicit bids from potential vendors for a product or service. The lead public agency is an independent government entity that carries out the advertising and bid procedures required by the State Public Contracts Law.

The lead public agency prepares an RFP, incorporating the required cooperative purchasing (piggybacking) language that allows NPPGov members across the nation to utilize the resulting contract(s). Suppliers respond to the RFP and the lead public agency evaluates the responses and awards the Master Price Agreement. All of NPPGov’s competitively bid, publicly awarded contracts are established through this process.
